GE13:The fight for Malay votes

This 13th general election (GE13) will see an interesting battle in Titiwangsa as the parliamentary seat has been left vacant since the death of incumbent Dr Lo' Lo' Mohd Ghazali in 2011.

Dr Lo' Lo' was the sole candidate from PAS to contest in the Federal Territory in 2008.

She was the second female from the party to win a parliamentary seat when she beat Barisan's Datuk Aziz Jamaludin Mohd Tahir with a majority of 1,972 votes.

Umno Titiwangsa chief Datuk Johari Abdul Ghani is tipped to be contesting in the upcoming election.

Johari, who is the CI Holdings group managing director, took over from Datuk Seri Dr Suleiman Mohamed when the latter resigned as Umno Titiwangsa chairman in 2010.

He said Barisan was confident of winning back the seat after losing it to PAS in the 2008 general election.

"The voters want a leader whom they are familiar with and who can work," said Johari who grew up in Kampung Pandan.

On whether he was contesting in the upcoming election, Johari said he was still waiting for the official announcement of the candidates.

Since Lo' Lo's death, Federal Territory PAS deputy commissioner and PAS Youth legal bureau chairman Ahmad Zamri Asa'ad Khuzaimi has been overseeing most of the work in the constituency.

His candidacy to contest in Titiwangsa had been announced by PAS president Datuk Seri Abdul Hadi Awang on April 2.

Ahmad Zamri, a lawyer, has been carrying out Dr Lo' Lo's works and said he received positive response from residents when he visited the constituency.

"People still remember Dr Lo' Lo' and I will continue with her work," he said.

Barisan and PAS began campaigning long before Parliament was dissolved.

Titiwangsa is made up of three main zones — Kampung Baru, Kampung Pandan and Datuk Keramat.

In Kampung Baru, things are heating up with party flags, blue and green, adorning the sidewalks, lamp posts and even restaurants.

In Kampung Pandan, Barisan flags dominate but the election fever is yet to catch on in Datuk Keramat as flags are almost non-existent in the area. Special officer to Johari, Mohd Nor Ibrahim, said work to put up the flags had begun two weeks ago.

"Our flags were removed many times but we kept replacing them.

"The more they take down, the more we will put up," he said, adding that more than 600 volunteers were involved in putting up the flags, banners and bunting.

Titiwangsa Umno Youth information chief Mohd Sharin Mohd Salim said apart from the usual party flags, the division was taking a different approach by focusing on communicating with the voters.

"It is important that the people know they can come to us with their problems and that we will try to resolve it," he said, adding that Johari made it a point to attend weddings and funerals in the area.

"The people like to meet leaders at such gatherings as they get to interact better," Mohd Sharin said.

He said the division was also using the social media to campaign, use Facebook and blog to post the latest information and events.

"We have been campaigning ever since we lost in 2008 and never stopped," he said.

As for PAS, its campaign manager Mohamed Suhaimi Abd Aziz said they were putting up the flags in stages.

"Currently, we have put up about 4,000 flags. We plan to put up at least 100,000 flags when election is nearing," he said.

Suhaimi said Ahmad Zamri had started campaigning by visiting residents since two months ago.

"He goes from house to house and also visits the markets in the area to meet people," he said.

He said PAS was also using the social media such as Facebook and Twitter to engage with the public.

However, the candidates will have to resolve various issues affecting residents here if they want to win in the constituency.

Kampung Baru made headlines when the Kampung Baru Development Corporation Act 2011 was passed during the Dewan Rakyat sitting in October 2011.

The three most important issues amended in the Act were revoking the immunity of the Kampung Baru Corporation, retaining the Malay Agricultural Society and introducing a new post of deputy chairman for the Kampung Baru Development Corporation that will include a landowner.

Many of its residents are worried that the Land Acquisition Act 1960 will be used to push forward the redevelopment plans as their families had been living there for over 100 years.

Over in Datuk Keramat, the unresolved issue is the Keramat Mall, a project that has been stalled for a number of years.

The RM49mil four-storey market complex, with a food court, bank and post office, was completed in 2010.

However, traders at the Keramat wet market refused to move into the new building, citing several problems such as the design of the building and the location as not strategic for both traders and visitors.

Another unresolved issue is the 73-year-old Indian Settlement in Kampung Pandan which is being redeveloped for the residents of the village and as such residents told to relocate to PPR Kg Muhibbah in Puchong, which is 20km away from their houses.

This had caused a stir as the residents refused to move out so far from their houses, saying it would affect their lives.

The villagers took Kuala Lumpur City Hall (DBKL) to court in 2009.
