A-G’s Report found KPRJ yet to address financial problems

Posted: 24 Nov 2011 12:19 AM PST

JOHOR BARU: Kumpulan Prasarana Rakyat Johor Sdn Bhd (KPRJ) has yet to rectify and solve several weaknesses highlighted under the 2009 Auditor-General's Report.

Follow-up investigation conducted by the auditing team of the A-G Department up to April 2010 found that KPRJ had not started several joint-venture property development projects.

According to the A-G's Report, the projects were still not launched between two and 10 years after KPRJ and private developers signed joint-agreements to undertake the projects.

For example, Ponderosa — a project that has not began as Province Treasure Sdn Bhd was still in the midst of getting building plan approval from the Johor Baru City Council.

The project has not started as KPRJ has yet to settle the land premium dues of RM1.38mil for surrendering and return of the land for development purposes.

Negotiations between the two parties were still ongoing to restructure the agreements signed earlier and accomodate changes to the development plan.

Similarly, there was a delay in the implementation of a low-cost flats project between KPRJ and Cemerlang Land Sdn Bhd which is only expected to be fully completed by August 2012.

Cemerlang Land also has not paid the balance payment of RM0.59mil received from the sale of land for a petrol station to KPRJ due to problems in transferring land ownership.

Apart from delay in projects, two of KPRJ subsidiaries which were dormant — Minda Rakyat Sdn Bhd and Anggerik Nusantara Sdn Bhd — were still in operations while the other two subsidiaries had been making losses from 2006 until 2009.

KPRJ also did not hold its annual general meetings in 2008 and 2009 and has not submitted the 2009 financial report which was completed on August 10, 2010 to Companies Commission of Malaysia.

The A-G's Report also revealed KPRJ still did not implement Strategic Planning and Key Performance Indicator while its financial guidelines and procedures were incomplete.

Instead of having annual allocations set aside for its 2010 and 2011 budget, the company only has projection cash flows in hands for expenditure purposes.
