Rayer gets bullets and death threat

GEORGE TOWN: An assemblyman who had criticised the police over the death of the five alleged Gang 04 members on Monday received five bullets at his house.

Seri Delima assemblyman R.S.N. Rayer said his 11-year-old nephew made the discovery at the front porch of his house in Island Park here.

He said the boy saw the plastic bag with the bullets at about 7.50am yesterday.

"My nephew picked it up thinking that it was chocolate.

"He was shocked to see the bullets inside the bag," he said when met at the courthouse here.The police, he said, had viewed the CCTV recordings of his house as well as that of his neighbour's.

He urged the police to conduct a thorough investigation as he feared for his and his family members' safety.

Asked whether he believed it could be related to the five Gang 04 members, the lawyer said he did not want to speculate on it.

"I don't know the motive. Let the police investigate," he said.

He added that he was merely helping out the families as an assemblyman to claim the bodies and lodged police reports.

"The families called me for assistance, so I calmed them and helped them out," he added.

Penang CID chief Senior Asst Comm Mazlan Kesah confirmed the case and said Rayer also received an SMS death threat at about the same time he received the bullets.

"We are investigating the case for criminal intimidation and illegal possession of firearms."

Proposal to list PTPTN defaulters under CCRIS shot down

PUTRAJAYA: The proposal to include the names of National Higher Education Fund Corporation (PTPTN) defaulters in the Central Credit Reference Information System (CCRIS) has been put on hold.

The Government had no intention of making anyone bankrupt when it made the proposal, said Second Education Minister Datuk Seri Idris Jusoh.

"PTPTN will adopt a 'wait and see' approach to study the real problem behind the long list of defaulters.

"At the same time, we want to ensure that PTPTN is sustainable," he said after attending the Education Ministry's Hari Raya open house.

Idris said several defaulters had contacted PTPTN since his announcement on Monday linking defaulters' names into the CCRIS.

All groups, he added, were welcomed to give their feedback to PTPTN on ways to help defaulters repay their loans.

"We want to make sure that no one will be jeopardised in any measures that we are going to implement," he added. Other measures taken in the past by PTPTN to recover outstanding loans included publishing the names of defaulters in the newspapers, and barring them from leaving the country because they ignored repeated reminders to repay their loans for more than five years.

It was reported in July that 418,094 people had yet to repay their PTPTN loans worth RM2.8bil.

Prime Minister Datuk Seri Najib Tun Razak, when tabling Budget 2013 last year, had announced a 20% discount for those who settled their outstanding amounts in full by Sept 30 this year.

Separately, Youth and Sports Minister Khairy Jamaluddin in his tweet, thanked Najib and the education ministers for the decision.

"Just finished with the Cabinet meeting. PTPTN will not go ahead with its proposal to list defaulters under CCRIS", he tweeted yesterday.

PKR strategy director Rafizi Ramli said: "I wouldn't say I welcome the move, they shouldn't have thought about it in the first place. They only changed (their decision) because there was an almost unified opposition to it."

Move to suspend licences of offenders

KUALA LUMPUR: Police are looking into suspending the licences of blacklisted motorists.

Inspector-General of Police Tan Sri Khalid Abu Bakar said police were working with the Road Transport Department (JPJ) and the Land Public Transport Commission (SPAD) to amend the law to allow this, starting with motorcyclists and drivers of commercial vehicles.

"Motorcyclists represent the highest number of road offenders and fatalities. It's time for us to do something drastic and ensure they abide by traffic regulations.

"Normally, those blacklisted will not be able to renew their licences or road tax. We want to go one step further by suspending their licences as well," he told a press conference after presenting certificates of appreciation to 50 people for being model drivers yesterday.

He also revealed that the nationwide Ops Warta crackdown which is expected to start this month will see police going after 1.7 million errant motorists responsible for millions of ringgit in unpaid summonses nationwide.

Police will issue arrest warrants on those who have failed to settle their traffic summonses for various offences, including speeding, beating the traffic lights and overtaking on the double line.

"Those blacklisted are motorists who were issued summonses physically, but not those who were notified via post," he added.

Khalid also said he was not satisfied with the recent Ops Selamat during the Hari Raya period as the attitude of motorists has not changed.

"The result of the 15-day Ops Selamat was not satisfying, with fatal accidents spiking by 32 cases – from 228 previously to 258 cases.

"The number of deaths (from accidents) also saw an increase of 49 cases to 292 cases compared to the previous Ops Selamat where 243 deaths were recorded.

"This shows that more aggressive enforcement is needed to change the attitude of motorists," he said.

On the proposal for the electronic number plate or e-plate, Khalid said police were still pushing for it so that motorists involved in crime could be tracked down easily.

"We have proposed the matter to JPJ. We hope to work together to conduct a study on it," he said.

Meanwhile, JPJ director-general Datuk Ismail Ahmad said the department welcomed the e-plate proposal. "It is still in the initial stages. We will discuss the matter with the police further," he said.
