MBSA has unresolved issues over assessment rate hike Posted: 27 Dec 2012 05:56 AM PST IT CERTAINLY has not been all rosy for Shah Alam as the local council started off 2012 with complaint after complaint of uncollected rubbish. A week after, mayor Datuk Mohd Jaafar Mohd Atan knew something was not right as desperate calls to clear the rubbish became the talk of the town. Residential areas in Bukit Jelutong, Setia Alam, Taman Seri Muda, Bukit Rahman Putra, Kota Kemuning, Sections 16, 17, 7 and 26 suffered as their domestic waste was left uncollected for more than a week. It reached a point where Mohd Jaafar himself was seen visiting the residents to explain the situation, which was said to have emerged after former contractors left in short notice and the council had to find new ones to replace them. Several contractors whose contracts were only extended for two months from the previous year, threatened to harm those who replaced them. The rowdy contractors had prevented the new ones from entering a neighbourhood. The rubbish collection "drama" eventually ended in March with contracts awarded to those with a clean track record. In October, the council was once again in the news with the collapse of a bungalow undergoing renovation in Section 7. The owner did not have a permit to renovate his house and a concrete slab that collapsed during the incident was also not part of its original structure. Besides the ill-fated collapse, two others on the same street were found to be illegally carrying out renovation works as well, which leaves many questioning the lack of enforcement by the council. If anyone is looking to end the year on a happy note, it should be MBSA as their troubles have yet to see an end. Last week, the mayor was busy explaining to more than 1,500 landowners in Kampung Subang and Kampung Baru Sungai Buloh the rationale behind the hike in assessment rates for the area. Although Mohd Jaafar defended the decision, he said the rates were lower compared with other councils within Selangor. But the issue has yet to be resolved, prompting the state government to set up a task force to look into it. "MBSA is only increasing the assessment rate by between 7% and 7.5% for industrial land use, while the Petaling Jaya City Council is already at 8.8%," he said. The 10-fold increase has prompted many disgruntled landowners to voice their grouses over the issue, calling it to be reduced while others felt the local council did not provide proper infrastructure to justify the new assessment rates. Selangor Barisan Nasional coordinator Datuk Seri Mohd Zin Mohamed said Selangor Mentri Besar Tan Sri Khalid Ibrahim and his exco members were responsible for all matters concerning local councils. Mohd Zin said he was compiling details to study if those unhappy with the hike in assessment rates could challenge the local council bylaws. |
