Councillors advised to get laptops to save paper

HEEDING the state government's call to go paperless, the Selayang Municipal Council (MPS) hopes to go without papers by the next full board meeting.

For the purpose, MPS president Datuk Zainal Abidin Aala said councillors were encouraged to get a laptop so they could save paper during meetings.

"They can get a 50% subsidy of up to RM2,500 for a laptop.

"We are now using a lot of paper during our meetings. The full board agenda book easily has 80 pages each and about 50 are made during each full board.

"Combined with the many department meetings which are held over a month, we are talking about a big volume of papers," he said during yesterday's full board meeting.

Currently, nine out of 24 councillors have already made use of the allowance.

By going paperless, it is estimated that the council would be saving RM80,000 a year.

Meanwhile, councillor Zulkifli Hamzah argued that iPads should also be allowed in the scheme as it was user-friendly and cheaper compared to laptops.

"An iPad costs around RM2,500, is easy to handle and carry around and it is an efficient machine. It should also be considered," he said.

Zainal said the request would be discussed in the next meeting, as the common issue was compatibility.

"I was told that the full board agenda and other meetings will be given out in CDs for viewing and reference," he said.

On a separate matter, Zainal said Ramadan bazaar permits were available for 1,370 lots in 12 identified locations in the municipality.

They are Bandar Rawang, Taman Tun Teja, Bandar Tasik Puteri, Bandar Country Homes, Bandar Baru Selayang, Selayang Utama, Kampung Nakhoda, Taman Ehsan, Taman Samudera, Gombak Setia, Taman Batu Caves and Kampung Melayu Sungai Buloh.

The sale, form submission and lot draw will take place on July 19, 9am at Kompleks Muhibbah, Taman Bolton.

Zainal said the lot prices had been increased from RM100 to RM150 this year and it was inclusive of rubbish collection, apron, hat and insurance.

"It has been RM100 for the past five years," said Zainal, adding that the council would also have a typhoid immunisation counter for bazaar operators on July 19.

Flat rate of RM10 for traffic offenders

AS OF June, traffic offenders owe Subang Jaya Municipal Council (MPSJ) RM100,478,670 from 1,278,388 outstanding compounds.

To recoup the loss, MPSJ will be implementing a two-month flat rate campaign to recover the money from the offenders.

The flat rate campaign will be implemented from July 1 to Aug 31 where a RM10 fine will be imposed on traffic offenders since 1999.

The council said the campaign was the final amnesty for motorists — a chance for them to settle the summonses — as such campaigns would no longer be held in future.

The RM10 (per offence) is applicable to all offences across the board with the exception of two — heavy vehicles parked on road shoulders of residential areas and old, rusty cars parked by the roadside.

MPSJ president Datuk Asmawi Kasbi urged the public to take advantage of this campaign to settle their summonses as there would be no further compromise or extension.

For offences committed during the campaign period from July 1 to Aug 31, an offender needs to pay only RM10.

Following this campaign, MPSJ will enforce its new compound rates starting Sept 1. The rates are RM20 for the first and second week since the offence was committed (since Sept 1) and RM30 for the third and fourth week since the offence was committed.

For the second month (October), the rate will be increased to RM50 and subsequently from November onwards, the rate will be at RM80.

"Stubborn motorists who ignore our call despite the flat rate offer, will be subjected to the new rates and face risk of action being taken against them after the campaign period is over," said Asmawi.

The actions to be taken include summons lock, towing of vehicles which have more than 10 compounds (based on the council's records), taking the offender to court for action and issuing warrants of arrest to offenders who fail to turn up for the case mention at the municipal council's magistrate court.

The council added that people should not take for granted that the council summonses accummulated could be brushed aside.

This is because the council may, in near future, be linked to the Road Transport Department that would start blacklisting vehicles of offenders after the Housing and Local Government Ministry finalises a uniformed directive to all local councils.

Payments can be made via the council's counters, 24-hour electronic machine kiosk, drive-thru counters and via credit card online.
